"The Preserve at Redwood Shores" (Area H) Development Proposal

The owner of two properties in northeastern Redwood Shores has submitted a design plan and applications for General Plan and Zoning Map amendments. The proposed project is the development of two vacant parcels totaling approximately 114.5 acres with 144 to 158 residential townhomes, a 400 to 450-student elementary school, a 3.5-acre neighborhood park, and approximately 90+ acres of restored wetlands including levees and public access trails.

#14 For the Preserve at Redwood Shores, could the City set aside some of the wetlands acreage for play fields without triggering the two-thirds voter requirement? How would the initiative affect the public park designated within the Preserve at Redwood Shores?

Response: The Preserve at Redwood shores has a general plan designation of School, Medium Density Residential, Public and Quasi-Public and Open Space. The wetlands are of the Preserve lies within the Open Space designated area and thus would be covered by the initiative. To the extent a portion of the wetlands area would be developed would be consistent with the purposes of the initiative and therefore would not trigger the two-thirds voter approval. As stated in the May 19th, 2008 staff report, the park site is also covered by the initiative and therefore could not be used for any “Non-Open Space” use without two-thirds voter approval.

The proposed public elementary school has a general plan designation of “School”. In order for the school lands to expand into the wetlands (which has a General Plan land use designation of “Open “Space”), a General Plan amendment would be required. In such an instance, the amendment would be seeking to change some of the Open Space land to a non-Open Space Use (School), and therefore the two-thirds voter approval requirement would be triggered.
